“The UV-5R is a programable GMRS radio. . .”

Ummmm NO.

While the radio is capable of being programed with GMRS frequencies, it is NOT a programable GMRS radio and using it on GMRS frequencies would be ILLEGAL. This is because GMRS requires a specific FCC certification which the radio does not have.
